It looks at their plans, supplies, and ability to handle many patients at once. Most hospitals have good equipment and supplies but struggle with working together with other agencies. Many can lock down or cancel surgeries if needed, but few involve law enforcement or have agreements with other hospitals for help. Only a small number of hospitals can quickly add more beds or have enough ventilators ready. Overall, while they are prepared in some ways, there is room for improvement in teamwork and planning for big emergencies.
